UK Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a latest survey of local authorities, English councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of councils are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and open spaces to support their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a high proportion of authorities attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (60%) of local leaders stated they would prioritise service redesigns and using savings to weather increasing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in southeast England announced its property management strategy featured the sale of a retail complex in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Rises and Wider Financial Strains

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to increase council taxes next spring to cover the rising cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but some of these take time to achieve both better provisions and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

A survey of county councils recently further found council budgets being stretched by the growing number of young people and older individuals requiring Send support.

The County Councils Network projected that council deficits will reach £4.4bn a year by 2029, as they struggle to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until next year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 across the country under the latest IMD measures,” noted the study.

“While only one key city is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The figures highlights the scale of challenges facing local leaders across key cities in the coming year,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the actual extent of deprivation and need,” stated Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
