The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are issued from different nations. Immense energy is expended on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats flew past – sophisticated military planes delivered to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every launch creates sudden vibrations, causing tremors. The brief panic quickly gives way to grim resignation: maybe the approaching threat won't cause damage this time, preventing destruction from devastation and another blackout.

Ongoing Risks

Following this, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a defensive team – most likely Western-made equipment. Sadly, the bullets missed the opposing UAV – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and heating outages in multiple buildings as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on international aid – a dependence that European nations are demonstrably unable to substitute in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new initiative from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, endure.

Strategic Calculations

It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration operates on a assumption well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is impossible to force Russia to abandon the areas that it already controls in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does nothing to discourage Russia, through diplomacy or military means, from thinking that the current condition will not change more in its advantage in the months ahead.

Divergent Views

Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing people and territory but avoiding a entire defensive failure until situations evolve in its advantage.

Current Realities

Objectively, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: political desires to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
